There is an apprehension that with the availability of biological and chemical weapons the terrorists will start their campaign with renewed vigour and pursue their mission of destruction which will be virtually unstoppable.

Developing the capability to anticipate security needs. Time is of the essence and it is high time we realized the need for international Security Cooperation Police of different countries alone cannot stop crime, the entire society should make substantial efforts towards ensuring the safety and security of fellow beings. On account of rapid globalization criminals and terrorists have also modified their ways of operation, hence, international Policing requires cooperation and coordination and ought to be motivated and appreciated to keep on relentlessly working diligently for any unforeseen and upcoming challenges.

 

INTERPOL

  • The International Criminal Police Organisation (INTERPOL)is an international organization that facilitates worldwide police cooperation and crime control, with 195 member (India been member since 1949) and founded in 1923 (Vienna, Austria) but with headquarters at Lyon (France).
  • It works on the principle of one country, one vote. It launched Global Policing Goal (in 2018) to focus on collective efforts for the International law enforcement.
  • Interpol deals with cases of Child abusers, Rapists, Murderers, Traffickers, Drug dealers, and Cybercriminals
  • Interpol is like the UN. But it is not meant for dispute resolution. It is designed to assist the police forces of member nations. Interpol is neither an investigative agency like the CBI nor a front-line police force. It is mandated to share information and provide back-end technical assistance to law enforcement agencies.

 

Structure

  • General Assembly (GA) - INTERPOL's supreme governing body, it meets annually and comprises delegates appointed by each member country. The assembly takes all important decisions related to policy, resources, working methods, finances, activities and programs.
  • Executive Committee - This 13-member committee is elected by the GA, and comprises the president, three vice- presidents and nine delegates covering the four regions.
  • In each country, an INTERPOL National Central Bureau (NCB) provides the central point of contact for the General Secretariat and other NCBs.
  • The Central Bureau of Investigation (CBI) assumes this role in India with one of its senior officers heading its exclusive Interwing (the National Central Bureaus) for collation of information and liaison with the world body.

 

A notice issued by Interpol is an international request for cooperation or an alert to share critical crime-related information with police in member countries. Mainly 7 types of notices are issued by Interpol-

  • Red Notice: This notice allows security agencies in all Interpol member countries to track and arrest suspects so that extradition proceedings can be initiated against them.
  • Yellow Notice: For help in locating missing minors or identifying persons (who are unable to identify themselves).
  • Black Notice: To get information about unknown dead bodies.
  • Green Notice: Issuance of a warning about the criminal activities of a person who is considered a potential threat to public safety.
  • Orange Notice: To warn of an event, person, object or process considered to be a serious and imminent threat to public safety.
  • Purple Notice: To provide information about places, procedures, objects, equipment, or hiding places used by criminals.
  • Blue Notice: This notice is issued to collect additional information about the identity, location or activities of a person in connection with an offence.
  • INTERPOL-United Nations Security Council Special Notice: Issued to groups and individuals who are subject to UNSC (United Nation Security Council) sanctions.
